- Heat olive oil in a skillet over medium-high heat. Add diced potatoes and cook until golden and crisp, about 8–10 minutes.
- Push potatoes to the side. Add ground beef and cook until browned, breaking it apart with a spatula.
- Stir in diced onion and bell pepper, cooking for 3–4 minutes until softened.
- Season with garlic powder, paprika, chili powder, salt, and pepper. Stir to combine.
- Whisk eggs with milk (if using). Pour into skillet and scramble until just set.
- Add shredded cheddar cheese and stir until melted.
- Remove from heat, garnish with parsley or green onions, and serve immediately.
Notes
For extra crispiness, pre-cook potatoes in the microwave for 3–4 minutes before frying. Store leftovers in an airtight container for up to 4 days.
