- Chop chipped beef into bite-size pieces. Rinse briefly if very salty.
- Melt butter in a skillet over medium heat.
- Whisk in flour and cook 1–2 minutes.
- Slowly whisk in milk until smooth and thickened.
- Stir in chipped beef and simmer 3–5 minutes.
- Season with black pepper. Serve over toast.
Notes
Taste before adding salt; chipped beef is naturally salty.
