- In a medium bowl, combine cream cheese, dill, chives, lemon zest, salt, and pepper until smooth.
- Lay out each tortilla flat and spread a thin layer of the cream cheese mixture, leaving edges clear.
- Layer smoked salmon, cucumber strips, capers, and optional greens over the cream cheese.
- Roll the tortillas tightly and wrap in plastic. Refrigerate 10 minutes to firm up.
- Slice each roll into 1-inch pinwheels and arrange on a serving platter.
- Garnish with dill sprigs and lemon wedges. Serve immediately.
